Traction current comes back on at a fixed time. That single fact shapes everything about how safety works on a railway.

On most industrial sites, a job that overruns is an inconvenience. On a live metro or mainline railway, an overrun means people and equipment are still inside a corridor that is about to be handed back to traffic, with a conductor rail or overhead line about to be re-energised and a service timetable that will not wait. The safety system on a railway is therefore built around access and time rather than around the task itself — who may enter the corridor, under what authority, within which window, and how everyone is proven to be clear before the handback is signed.

Three Questions to Answer Before Anyone Goes Trackside

Almost every rail safety failure we have reviewed traces back to one of three questions being answered loosely.

1. Who authorised this access, and does the person on the ground know it?

Track access on a controlled railway runs through a named authority a possession, an engineering hours arrangement, an isolation certificate, or a permit issued through the operator’s own system. The paperwork usually exists. The problem is the gap between the office that holds it and the operative standing on ballast at 02:00 who believes the whole line is closed because his supervisor said so. Training has to close that gap by making every person entering the corridor able to state, without prompting, which authority covers them and what its limits are.

2. What is still energised or still moving?

A possession is not a guarantee of a dead railway. Adjacent lines may remain open. The overhead line or third rail may be isolated on one section and live on the next. Engineering trains, road-rail vehicles and depot shunt movements continue inside the worksite. Signalling power, station systems, tunnel ventilation and escalator drives are frequently unaffected by a track possession altogether. Metro and subway safety training has to teach people to treat the corridor as partially live by default and to verify rather than assume.

3. How does everybody get out, and how does anybody get in?

Tunnels, deep stations, under-platform voids, cable troughs and viaducts all have restricted access and egress. An injured worker 400 metres inside a running tunnel cannot be reached by a standard ambulance crew, and the evacuation route that works during operating hours may be locked, unlit or obstructed during engineering works. Emergency arrangements have to be planned for the worksite as it exists at night, not as the station looks at midday.

Who We Train, and What Changes for Each Group

Rail projects put very different populations into the same corridor. A tunnelling crew, a systems commissioning engineer and a station cleaner face genuinely different risks, and the training that suits one is close to useless for another.

Civils, tunnelling and viaduct construction teams

Applicable Frameworks and Client Requirements

Rail safety in the UAE is governed by a combination of regulator expectations, operator standards and contract conditions rather than by one published rulebook.

  • Roads and Transport Authority (RTA) — governs Dubai Metro, Dubai Tram and associated rail assets, with contractor HSE and access requirements applied through the operator and the project agreements.
  • Etihad Rail — applies its own contractor HSE standards, competency requirements and safe systems of work across the national freight and passenger network.
  • OSHAD-SF — the Abu Dhabi framework, applying to rail works within the emirate, with directly relevant Codes of Practice covering confined spaces, working at height, energy isolation, hot work and emergency management.
  • Dubai Municipality and Dubai Civil Defence — apply to station structures, fire and life safety systems, evacuation arrangements and construction works within the emirate.
  • Trakhees – EHS — where rail infrastructure falls within Ports, Customs and Free Zone Corporation jurisdiction, including parts of the Jebel Ali corridor.
  • MOHRE — federal labour and occupational safety obligations, including the midday break rule that materially affects surface rail construction between June and September.

Training can be structured to support alignment with these frameworks. We do not present our certificates as regulator accreditation, and we would be cautious of any provider who does-what the certificate demonstrates is that a named person completed a defined programme and was assessed against it.

Rail projects have a distinctive manpower pattern – long periods of moderate demand punctuated by possessions and blockades that need three or four times the normal HSE presence for a few nights.

1. What is rail and metro safety training, and who needs it?

There is no single federal course list, but the obligation to ensure worker competence is mandatory. It comes from MOHRE occupational safety requirements, the applicable emirate framework such as OSHAD-SF in Abu Dhabi or Dubai Municipality and DEWA requirements in Dubai, and from the client’s own contractor HSE specification. In practice the client specification is usually the strictest of the three, so that is where we start when building a matrix.

There is no single federal instrument that names the course. The obligation comes from the operator or infrastructure manager — RTA for Dubai Metro and Tram, Etihad Rail for the national network — through contractor HSE requirements and access rules, backed by MOHRE occupational safety duties and the applicable emirate framework such as OSHAD-SF in Abu Dhabi. In practice no contractor gets corridor access without demonstrating competence.

Yes, and it usually is. We schedule around the possession calendar rather than against it. Common arrangements include afternoon sessions before a night shift, block delivery during a weekend blockade, and split sessions across crews so that the works are never left short. Early booking matters because possession dates are fixed months ahead and trainer availability tightens around major blockades.

Three things. Distances are much greater, so a rescue that would take four minutes in a plant room may take thirty in a running tunnel. Communication is unreliable, since radio and mobile coverage in tunnels and cross-passages is frequently poor. And the space may be shared with live systems — traction supply, ventilation fans, drainage pumps — that are not part of the entry but sit inside it. Training has to address rescue planning and communication as seriously as it addresses gas testing.

Yes. Construction safety training assumes the worker controls the immediate environment. Rail safety training assumes the opposite — that a vehicle may arrive, a supply may be re-energised, or a corridor may be handed back on a schedule the worker does not control. The emphasis shifts from hazard elimination to access authority, position of safety, warning arrangements and handback discipline. Both are needed on a rail project; neither substitutes for the other.

Yes. Station and tunnel fire safety is treated separately from general building fire safety because smoke behaviour, evacuation distances and escalator dependency all change the response. We cover extinguisher selection, alarm and evacuation procedures, fire warden duties, hot work fire watch, and the coordination expected with Civil Defence for an underground or elevated station.

It depends on the worksite, but the general principle is that the site must be able to reach, stabilise and extract a casualty before external services can. On tunnel and viaduct work that typically means a trained emergency response team, first aiders with AED capability positioned within the worksite rather than at the compound gate, a rehearsed rescue plan for each confined space and height activity, and a route plan that external responders have been briefed on in advance.

Yes. Rope access is used on viaduct soffits, station roofs, gantries and OLE structures where scaffold or MEWP access is impractical. Training covers equipment inspection, anchor selection, positioning techniques, and rescue with particular attention to the rescue plan, since a suspended casualty over a live carriageway or an operational track is a scenario that has to be solved before work starts.

A certificate of completion for each course, showing participant name, course title, delivery date and validity guidance where applicable. These support contractor pre-qualification, access pass applications, competency files and audit requirements. Where a client requires a specific format or project logo, that can usually be accommodated with notice.

Awareness-level programmes such as track safety awareness or fire safety commonly run half a day. Practical competency courses such as confined space entry, LOTO or MEWP operation typically run one to two days including assessment. Emergency response team training is usually two days with scenario exercises. Incident investigation for supervisors runs two days. We size the programme to the competency requirement rather than to a fixed catalogue duration.

Courses are delivered in English as standard, with bilingual delivery and interpreted sessions available where the workforce requires it. On rail projects this is a frequent request for operative-level groups, and course materials and assessments can be adapted accordingly.

Practical high-risk competencies such as confined space entry, LOTO, working at height and MEWP operation are commonly refreshed every one to two years. Track and access awareness is often refreshed annually, or whenever the access regime, project phase or operator standard changes which on a live railway happens more often than an annual cycle would catch. The governing document is the client HSE specification.
