A power station is one of the few workplaces where the hazard does not go away when the shift ends. Steam stays hot. Capacitors stay charged. Gas stays in the line. A breaker that looks open can still be fed from a second source, and the person who assumed otherwise is the one who gets hurt.
That is the reason utility safety training has to be built around energy control rather than around general awareness. Workers on generation, transmission, distribution and desalination assets are not simply working near a hazard — they are deliberately entering systems that hold electrical, thermal, chemical, pneumatic and stored mechanical energy, and the entire safety of the task depends on whether that energy was properly identified, isolated, discharged and verified first.

Start With the Energy, Not the Course List
Most training enquiries we receive from utility clients arrive as a shopping list — six names of courses, a headcount and a date. It is a reasonable place to start, but it rarely survives contact with the site. Once a trainer walks the plant, the picture usually changes, because the real question is not which courses are on the list. It is which energy sources a given team touches, and whether the workforce can prove competence in controlling each of them.

Run a workforce through that grid and the training plan almost writes itself. It also surfaces the gaps that a course list never would — the maintenance fitter who has LOTO but has never been trained on the atmosphere inside the condenser he is about to enter, or the electrical technician who is authorised for LV isolation and has quietly been working close to an energised 11kV panel because nobody defined the boundary.
What the UAE Authorities Expect From a Utility Contractor
Nobody issues a single federal document that tells a power plant contractor exactly which courses to run. What exists instead is a layered set of expectations, and the layer that bites hardest is usually the client’s own contractor HSE specification.
The layers, in the order they usually matter
- Client and asset owner requirements. DEWA, EWEC, ADDC and AADC, SEWA, Etihad Water & Electricity, and the IWPP operators each publish contractor HSE conditions covering induction, permit systems, authorised person appointments and competency evidence. On most projects this is the binding document.
- Emirate-level frameworks. In Abu Dhabi the OSHAD-SF Codes of Practice apply, with particular relevance in the sections dealing with electrical safety, energy isolation, confined spaces and hot work. In Dubai, Dubai Municipality and Dubai Civil Defence requirements apply alongside DEWA’s own contractor rules. Trakhees applies where the asset sits inside a Ports, Customs and Free Zone Corporation jurisdiction.
- Federal labour requirements. MOHRE occupational health and safety obligations apply to the employer regardless of emirate, including the midday break rule that affects outdoor switchyard and overhead line work through the summer.
- International standards adopted by contract. NFPA 70E for arc flash and electrical work practices, IEC 61508 and IEC 61511 where safety instrumented systems are involved, and the client’s own adaptation of an internationally recognised permit to work model.
The practical effect is that two contractors doing identical work — one at Hassyan, one at Shuweihat — can face different documentation requirements for the same competency. We build the training matrix around whichever regime governs the site rather than issuing the same certificate set to every client.

Beyond Training – Technical Safety Studies
Competency training reduces the chance of a worker being hurt during a task. It does not, on its own, demonstrate that the plant itself has been designed and operated to control major accident hazards. For that, utility operators and their engineering contractors need technical safety studies.
- HAZOP — structured review of process deviations across fuel systems, steam cycles, chemical dosing and water treatment trains, applied to new plant, modifications and uprates.
- HAZID — early-stage hazard identification for new generation and network projects.
- SIL Determination and Verification — assessment of safety instrumented functions and the risk reduction required from protective systems on burner management, turbine protection and gas detection.

Outage seasons create a workforce problem that permanent headcount cannot solve. A plant that runs comfortably with two HSE officers may need eight for six weeks, and then need two again.

FAQ
1. Is power plant safety training mandatory in the UAE?
There is no single federal course list, but the obligation to ensure worker competence is mandatory. It comes from MOHRE occupational safety requirements, the applicable emirate framework such as OSHAD-SF in Abu Dhabi or Dubai Municipality and DEWA requirements in Dubai, and from the client’s own contractor HSE specification. In practice the client specification is usually the strictest of the three, so that is where we start when building a matrix.
2. What is the difference between electrical safety training and high voltage safety awareness?
Electrical safety training covers the principles that apply to anyone working with or near electrical systems — shock and arc hazards, boundaries, PPE, test-before-touch and isolation basics. High voltage safety awareness is narrower and deeper. It addresses risks that only appear above about 1000V, including induced voltage on parallel circuits, step and touch potential, earthing and short-circuiting requirements, and the authorised-person structure that governs switching. Many sites need both, delivered to different groups.
3. Do you provide LOTO training for multi-source isolation?
Yes, and it is usually the reason clients call. Single-point isolation is straightforward to teach. The difficulty lies in equipment fed from several sources — dual electrical supplies, a mechanical drive, a pneumatic actuator and residual stored pressure on the same machine. Our LOTO training UAE programme places specific emphasis on identifying every source, group lockout, shift handover of locks and the verification step.
4. Can training be delivered during a plant outage?
Yes. Outage delivery is common and we schedule around the work programme rather than the other way round. Sessions can be run in short modules, on night shift, or split across crews so that the plant is never left short. Booking early matters, since outage windows are fixed and trainer availability across the UAE tightens during the peak maintenance season.
5. Do you train contractors as well as our own staff?
Yes. Mixed sessions of client personnel and contractors are common, and for larger projects we frequently run a contractor induction and PTW awareness programme separately from the technical modules for permanent staff. Where the client requires evidence of contractor competency before mobilisation, we can align the certificate output to that requirement.
6. What does confined space training cover in a power plant context?
Condensers, boiler drums, HRSG modules, brine heaters, sumps, cable trenches, tanks and duct systems. Training can be structured separately for entrants, attendants, entry supervisors and rescue personnel. Atmospheric hazards specific to plant conditions are covered, including oxygen deficiency after nitrogen purging, residual chemical vapour after cleaning, and the effect of adjacent hot work on the entry atmosphere.
7. Do you offer arc flash training?
Arc flash content is delivered within our electrical safety training, built on NFPA 70E principles — incident energy concepts, approach and arc flash boundaries, PPE category selection, equipment labelling and safe work practice. Where a client needs a full arc flash study rather than awareness training, that sits within our technical safety services and is scoped separately.
8. Which certificate do participants receive?
A certificate of completion is issued for each course, showing the participant name, course title, delivery date and validity guidance where applicable. These certificates support client pre-qualification, contractor competency files, and audit or inspection requirements. Where a project requires a specific certificate format or client logo, that can usually be accommodated with advance notice.
9. How long does each course take?
It depends on the depth required. Awareness-level programmes such as high voltage safety awareness or fire safety may run half a day. Practical competency courses such as confined space entry, LOTO or gas testing typically run one to two days including assessment. Incident investigation and root cause analysis for supervisors usually runs two days. We size the programme to the competency requirement rather than to a fixed catalogue duration.
10. Do you deliver training in languages other than English?
Courses are delivered in English as standard. Bilingual delivery and interpreted sessions can be arranged where the workforce requires it, which is frequently the case for technician and operative-level groups on utility projects. Course materials and assessments can be adapted accordingly.
11. What is the right refresher interval?
It varies by course and by client specification. As a general pattern, high-risk practical competencies such as confined space entry, LOTO and gas testing are commonly refreshed every one to two years, while awareness-level training may run to three. The governing document is usually the client HSE specification or the site’s own competency management procedure, and we align the recommendation to it rather than imposing a fixed cycle.
12. Can you help us build a training matrix from scratch?
Yes. We work from the organisational chart and the task inventory, map each role against the energy sources and hazards it encounters, and produce a matrix showing required training, assessment method, record location and refresher interval. Clients typically use this as the backbone of their competency management system, and it also makes the annual training budget far easier to defend.
13. Do you support solar and renewable energy projects as well as conventional plant?
Yes. Solar work carries a distinct hazard profile — DC arc risk that does not disappear when the inverter is off, rooftop and array access at height, heat stress on open sites, and long distances to emergency services on remote plant.
